Commissioned by the East Stroudsburg Area School District, this work displays the effort and determination it must have taken to establish this community in the Pocono mountains with wall upon wall of rock to be blasted and great masses of earth to be moved. It opens with a broad, somewhat dissonant statement representing the settlers first intimidating encounter with the mountain, followed by a faster, insistent theme as the area is settled and developed. An impressive work for young bands that makes us aware that truly great things are done "when men and mountains meet."

1879 was a very eventful year for John Philip Sousa. He was a successful conductor, conducting Gilbert and Sullivans musical comedy, H.M.S. Pinafore, the year before he became the leader of the United States Marine Band, and it was the year he got married. It was also the year he composed Resumption March. The title was a reference to the resumption of the United States to use gold and silver coins following the post-Civil War inflation and depression. The march was published the same year in Philadelphia by the J. W. Pepper music publishing firm.

This particular lyric is sung with great energy as it carries much of the joy that prevails throughout the song. After a majestic introduction, the piece begins in earnest at a brisk tempo with the melody combined with a lively off-beat accompaniment. Arpeggios emphasize the "sing hi down" portion of the theme and are followed by a brief dance-like interlude that leads to the close, capturing the essence of this joyful tune.
